    Job Description

    Umbrella Organization Nepal (UON) is a non-profit, non-political, non-sectarian and Non-Government Organisation (NGO), which has been working in Nepal since 2005 and has all relevant registrations required to perform development activities in Nepal. The organisation was set up in response to the growing number of children in Nepal whom were displaced and separated from their families by trafficking, poverty and the internal conflict in the country.

    PURPOSE OF POSITION

    UON has been implementing a special project since 2019, it is designed to provide advice & information in safe and comfortable environment for youth (especially care-leavers from across the country) in Kathmandu, mainly focused on providing services for those in +2, or in that or the surrounding age brackets. It is called the Chautari Youth Club (CYC) and it provides a space where young people can come on an informal basis, and access information and support on a number of subjects – but with a focus on encouraging young people who are not employed or in education to re-enter one of those fields. A number of other support services and activities are facilitated from this youth centre.

    As part of the CYC, there is a “Computer Skills Training Centre" being implemented aiming to provide, for free, young people with the technical skills required to obtain a job in the growing ICT sector. Students have free access to computers, and opportunities to learn skills online with reputed free courses.

    The Youth Officer working at the Computer Skills Training Centre will be responsible for preparing and supporting group projects to showcase the skills of the students, overseeing and helping with their learning goals, and forming relationships within the ICT sector.

    CORE RESPONSIBILITIES AND TASKS:

    Lead the Computer Skills Training Centre by providing support for group-projects and supporting students with their learning outcomes
    Form positive relationships with young people, creating a safe environment where they can talk freely and receive advice.
    Facilitate youth-led activities: community and educational. This will involve encouraging young people to think of activities that will benefit the community, and then implementing them. Educational activities might include trips to colleges, places of interest etc.
    Liaise with local community members and local government to ensure positive relationships, and the positive reputation of the CYC.
    Preparation of reports, as required.
    Develop case studies and success stories.
    Facilitate donor visits.
    Promotes and abide by internal policies and procedures including but not limited to: child protection policy, code of conduct and mandatory reporting responsibilities.
    Any other duties deemed appropriate by Youth Manger or Program Director.
    Representation

    Represent UON as the first point-of-contact for CYC.
    Represent UON at meetings with potential service providers.
    PROFILE

    Essential Qualifications, experience and competences

    Bachelor's degree in computer science or other relevant subjects
    Experience and proven skills in working with youth and young people.
    Demonstrable working knowledge of the following coding languages: HTML/CSS, Python, JavaScript,
    Demonstrable working knowledge of photo/video editing
    Demonstrable working knowledge of app/game design
    Advanced communication skills, including written and spoken English.
    Ability to work as part of a team, relying on each other skills and knowledge
    Proven problem-solving and organisational skills, flexible and calm under pressure
    Friendly and approachable
    Ability to form and maintain relationships with a range of people: young people, local government, employers, educators.
    Desirable Qualifications, experience and competences

    Experience in teaching young people
    Preferably the person with working experiences with Raspberry Pi/Arduino.
    Experience working with challenging/disadvantaged/vulnerable young people
    Working knowledge of some/all of the following languages: C++, PHP, Photoshop, Illustrator, Coral Draw etc.
    Knowledge of concepts around machine learning, distributed systems and other advanced programming skills.
    Own links to organisations/institutions who may be able to offer services / provide support
    TERMS OF CONTRACT

    The initial contract for the above vacancy will be for one year, with the option to extend based on the performance and availability of funding.

    Umbrella Organization Nepal is a registered non-profit making, non-political, non-sectarian and Non-Government Organization (NGO), working in Nepal since 2005. UON was set up in response to the growing number of children in Nepal who were displaced and separated from their families by trafficking, poverty and internal conflict in the country. It has been implementing family reintegration, youth empowerment, education and programs, and operates a information & learning hub for youths.

    The Finance and Admin Officer shall be responsible for all aspects of Finance Management in the NGO; budget management, preparing financial statements, financial donor reports, tracking and accounting for expenses as well as the Administration Management of the organization. S/he will work closely with the Program Director and be regularly updating on the financial situation of the organization.

    Overall responsibilities;

    S/he is responsible for the Finance and Admin Department to ensure smooth financial, accounting and administration operations of the organization, specifically Accounting/Financial Management, HR and Administration. FAO will report directly to the Program Director of UON Nepal.

    Requirements

    Administration:

    Liaising with relevant government offices to ensure all NGO registration is kept up-to-date.
    Administrative Finance:

    FAO will be responsible for making payments in cash and bank to all vendors, suppliers, consultants;
    To keep track of all financial records, both in relation to petty cash and other regular expenses and make accounting entries in the computerized accounting package (FAMAS);
    Handling petty cash and making weekly reconciliation;
    To handle TAX clearance and other financial compliances with Government and other concerned departments (e.g. AMP);
    Reconciliation of staff advances and making necessary entries;
    To administer employee files and other files and records in order to ensure accurate payment of benefits and allowances - review of personnel records: [Staff contracts, leave reports, training, time sheet, travelling documents]
    To provide appropriate support on procurements, maintain the assets and inventory list and supervise the inventory of store items & ensuring regular verification, in coordination with the Operations Team;
    To resolve accounting discrepancies and irregularities, ensuring that all bills submitted by staff are legitimate and correct.
    Reporting and Documentation

    To prepare financial statements for all projects;
    To ensure budget planning, forecasting and reporting and to assist the NGO on the same;
    Monitor and ensure project and administrative spending are in line with agreed budgets, identify potential project under or over expenditures;
    To prepare regular financial reports, customized periodic reports and submit in timely manner;
    To prepare donor financial reports as per the requirements of the donor;
    Provide regular updates to the Program Director on all finance-related matters.
    Attend NGO Board Meetings, directly communicate with the Board.
    Financial Management and Audit

    To deal with banks and carry out monthly bank reconciliation of existing bank accounts;
    To manage the financial audit preparation, coordination and finalization process;
    To work on cost saving where ever possible and work together with the team for all other potential cost saving measures;
    To analyze financial information to recommend or develop efficient use of resources and procedures, provide strategic recommendations and maintain solutions to business and financial problems
    Development of Policies and Systems

    To work with the management to build Financial and Administrative Policy, ensure effective implement of the Financial & Administrative policies and procedures of the organization
    To suggest/facilitate about the development of other guidelines.
    Required Qualifications for the vacant position:

    Nepali Citizen;
    Minimum Bachelor’s Degree in Business Administration, Accounting or Management;
    Experience working with an I/NGO or other donor agency;
    Fluent in English & Nepali languages written and spoken;
    Having 3 years relevant experience in the field of Accounts and Office Administration;
    Be familiar with institutional donor financial requirements;
    Familiar with windows based accounting packages;
    Good in Office Package (Word, Excel, PowerPoint, Internet and Email);
    Familiar with busy working environment, handling with pressure of works and meet the deadlines; and
    Good in communication with people from diverse communities and places.
    Desirable experience/qualifications:

    Experience working with FAMAS
    Demonstrable experience of being able to work well independently, as well as part of a team.
    Note: Preference will be given to competent women, Dalits and people from marginalized communities.
